Over/Under 2.5 concerns one number only: the goals scored by both teams added together. Three goals or more and the match is an over; zero, one or two goals and it is an under. Who wins does not matter at all. A 3-0 home win and a 2-1 away defeat sit on exactly the same side of the line.
Nobody scores half a goal. The half exists for one reason: it removes the tie. If the line were set at 2, every match finishing with exactly two goals would belong to neither side. Setting it at 2.5 forces every result into one camp or the other.

Note the 2-0 line. That match can feel wide open and full of chances, yet the total is two and the line reads under. The count decides, not the atmosphere.
The same logic scales. Over/Under 1.5 (two goals or more is an over) and Over/Under 3.5 (four or more is an over) are the common alternatives. The higher the line, the harder the over side becomes, which is why the odds attached to it rise.
Before looking at either side, look at the competition. Goal averages differ sharply between leagues. Say a division averages around 2.8 goals per match: the same team total reads very differently there than in a cautious league. Reading a team average without the league average behind it gives you half the picture.
Tempo works the same way. Some sides play direct football with a high line and quick turnovers, and goals arrive more often at both ends. Others slow the game down and defend deep, which suppresses shot volume for both teams. When two slow sides meet, the total tends to sit below what either team's season average alone would suggest.

The figures below are invented; they exist only to show the reasoning. Suppose Team A has scored 11 and conceded 8 across its last five home matches, while Team B has scored 7 and conceded 9 across its last five away trips. Both create and both concede, so the over side is a sensible place to begin. Both teams to score often points the same way, but the two questions are not identical: a 3-0 result is an over, yet only one team scored.
Another invented case: both teams have finished each of their last six matches with two goals or fewer, both sit near the bottom of the table and both need a point. Neither side wants to lose, and the under side is the more natural starting point.
Over/Under 2.5 asks a single question: will this match produce three goals? Answering it means reading both teams' scoring and conceding tendencies together, inside the context of their league and the tempo they play at. None of that tells you the result in advance; it makes clear what you should be looking at.
